Table 1
7 methods will be allowed for the plugging and abandonment of the drillholes that intercepted
federal coal resources:
Reaming or re-drilling of drill hole of original diameter to TD, then circulate up cement
(or approved sealing clay mud) from TD to surface.
?: The submittial and approval of cement bond log (or similar sonic log) showing full
contact and sealing of wellbore annulus with existing casing, then circulate up cement (or
approved sealing clay mud) from TD within existing PVC casing.
3: Pulling of full length of casing to TD, then cement (or approved sealing clay mud)
circulated up from TD to surface through existing borehole.
4: [f entire casing will not pull free, then free point determined, casing parted at free point,
and free casing pulled. If the free point is "essentially" (to be determined on a well by
well basis by BLM) in, or at the top of the coal seam, cement (or approved sealing clay
mud) will then be circulated from TD in casing to surface through existing well hole.
As 4, but if free point is NOT "essentially" in or at the top of coal seam, then reaming or
re-boring of well to TD, with cement (or approved sealing clay mud) circulated up from
TD to surface.
6: Pumping of fine neat cement (or approved sealing clay mud) through slotted casing,
followed by flushing of existing casing, then mm~ing log as described in method 2,
showing full contact and sealing of outside of casing. With BLM approval of positive
results, interior of casing will be then cemented (or filled with approved sealing clay
mud). If results are not positive for full contact and sealing, hole will need to be re-bored
per method 1, through young, weak cement.
7: A combination of the above methods, approved on a well by well basis by BLM.
