Temporary Substitute Supply Plan -Line Camp, Montezuma County, SEP 2004, Page 2 <br />SUBSTITUTE WATER SUPPLY PLAN <br />LINE CAMP PlT - MONTEZUMA COUNTY <br />Operator: Four States Aggregates LLC, PO Box 1658 Cortez, CO 81321 (4SA) <br />Owner: Mr. Duvall (Val) Truelson, PO Box 458, Dolores, CO 81323 (Owner) <br />August 2001, Revised November 2003 and August 2004 <br />Introduction <br />SCOPE: This plan applies to all water use at the Line Camp Pit, a sand and gravel pit located on the Line Camp, a <br />ranch, and to water use at the Line Camp, which may be impacted by Line (:amp Pit operations and water use. <br />CONCEPT: The plan presented herein is intended: <br />(1) to provide a method of providing a temporary supply of water to replace out-of priority depletions both <br />(a) during mining and reclamation, <br />(b) following reclamation; and <br />(2) to provide a method to allow transition to a new water management plan for the Line Camp for the long-term <br />future. <br />Depletions caused by the existence and operations of the Line Camp Pit will be offset, on an incremental basis as <br />required, during the project by allocations from the Home Ditch, in accordance with an agreement between 4SA and <br />the Owner. <br />In the long term, the Home Ditch senior water rights will be adjudicated to serve as a permanent augmentation <br />source. Applications for that adjudication have been prepared and are being submitted to the Water Court with <br />jurisdiction. <br />A. Project Description <br />1. Refer to Attachment 1 for detailed project description from the Reclamation Permit Application. This attachment <br />includes various site plans and drawings. <br />2. General Concept. The project, the Line Camp Pit, is located 9 miles northeast of Dolores in the Dolores River <br />Valley. The project is located entirely within the Line Camp, and is approximately 200 feet from the Dolores <br />River (except for the storm waterldewatedngdrajn pipeline). Located entirely in the valley floor, the twenty-acre <br />site is leased by the Owner to the applicant for mining of sand and gravel for anapproximate fve-year period in <br />accordance with county permits. The mining will generally be conducted by two methods, upper or "dry° and <br />lower or "wet", each for about half the total period the pit is to operate. <br />Water is consumed by the operation in four ways: dust control (on roads, bare areas, and for processing), <br />washing of product, water in product mined and shipped, and evaporation from open water (exposed ground <br />water). Operations are conducted to minimize water consumption: excerpt for evaporation, consumption is under <br />direct control of the mine operator- evaporation is indirectly controlled by the operator through limiting open <br />water as much as possible. <br />Water for consumption is provided by precipitation that would otherwisE: have been lost through transevaporative <br />processes before vegetation was removed from the affected land, and from water that would otherwise have <br />been used via the Home Ditch to irrigate the land that has been dried up by agreement with Mr. Truelsen. Sand <br />and gravel mined will be processed (screened and/or washed) on site prior to shipping. Water consumed (other <br />than evaporative losses) will be taken from the open water in the pit, from a sump within the pit, or from the <br />Home Ditch. Water will not be taken directly from the Dolores River. <br />~ Unchanged from original 2001 SWSP. <br />
