4. The historic consumptive use for 1971 through 2003 averaged 53.3 acre-feet per year <br />and ranged from 0 acre feet in 10 of the 33 years to 116 acre-feet in 1996. <br />5. The historic consumptive use averaged 77.8 acre-feet per year for 1928 through 2003, <br />or 75 percent of the crop imgation requirement. <br />6. It is believed that 4.26 cfs is a reasonable diversion rate to irrigate effectively the hay <br />and pasture grass, and provide for mining use, under the Home Ditch. <br />It is recommended that 2.51 of MVIC's conditional water right be held in trust by the <br />District for use by the Home Ditch. Of this flow ra1:e, 0.25 cfs would be used by <br />exchange when the Home Ditch's stock water and domestic water right would be out- <br />of-priority during the non-imgation season and 2.26 cfs would be used as carrier <br />water. The carver water will not have any consumptive use attributable to it and will <br />return to the Dolores River within a relatively short period of time. <br />
