Temporary Substitute Supply Plan -Line Camp, Montezuma County, SEP 2004, Page 9 <br />d. Future Planned Water Consumption and Balance during Mining. Water will continue to be consumed primarily by <br />evaporation from exposed water surface in the pit, and secondarily by operations (washing, dust control, and water <br />removed with product). Consumption will be generally stable, and is estimated based on the first two years <br />experience, subject to change. Non-evaporative consumption is expected to occur over a fve or six month period <br />every year, which will generally be during the historical irrigation season (bul: does not have to be). <br />In accordance with instructions from the CDWR, the surplus water generated by drying-up of irrigated land (per the <br />agreement between the Owner and 4SA) will flow into McPhee Reservoir, where a portion of it will be stored by <br />DWCD for release during periods of consumption when there is not enough water available from the dry-up. A <br />portion of the excess water will be traded to DWCD in payment for their recordkeeping and storage of the water. A <br />large reserve will be held for the purposes of providing water to replace consumption in the future, incase of <br />extended periods or a call by higher-priority water users on the Dolores River. <br />DWCD has indicated their willingness to enter into a contract for storage and accounting, but a contract cannot be <br />negotiated until this plan is approved, since the amounts of water and the proposed method of replacement must be <br />approved before the terms of the contract and limits can be determined. <br />e. Future Planned Water Consumption and Balance after Minino and Reclamation. Water will continue to be <br />consumed, but only by evaporation from exposed water surface in the three ponds to remain at Line Camp, totaling <br />11.09 acres. Areas no longer needed to be dried up to provide water to replace this will be returned to irrigation (all <br />by 12.09 of the 22.09 acres officially dried up). Surplus water from dry-up will continue to flow into McPhee <br />Reservoir, where a portion of it will be stared by DWCD for release during periods of consumption when there is not <br />enough water available from the dry-up. A portion of the excess water will be traded to DWCD in payment for their <br />recordkeeping and storage of the water. A large reserve will be held for the purposes of providing water to replace <br />consumption in the future, incase of extended periods or a call byhigher-priority water users on the Dolores River. It <br />is this procedure that is requested for the permanent augmentation of water for the ponds, to be requested of the <br />Water Court. <br />
