Dept. of iVatural Resour~~g Lamar west Pit
File 1I81-132
This will answer the questions in your adequacy letter item by item.
Enclosed is the proof of the second publication with the corrected legal
description for the operation. We also renotified the adjacent landowners.
Exhibit A The map in Exhibit B shows most of the land owned by VALCO. The
mapsin Exhibit C state on the area north of the river "Note: This area not
to be permitted." The area from the south bank of the river north to the
property boundary is not included in this application even though it is
owned by VALCO.Since the area to be permitted is south of the river, the
legal in the corrected notice is right. W'~,SW'~, Sec.30, T225, R46W, 6th P. M.
Exhibits C and D
1. As stated above, the north permit boundary is the south bank of the Ark-
ansas River. The area equals the 67.42 acres requested in this application.
2. Drainage will not affect either the Lamar Canal or the flood ditch be-
hind the levee. The tops of the flood levee and the Lamar Canal are approx-
imately 18 to 20' above the affected area. Obviously, there will be no
darinage into them. Natural drainage on the site is to the northeast and
eventually winds up in the Arkansas River. During extraction, ditches or
berms will be used to prevent erosion into theriver.
Z 3. The right of way for the electric line is 50" and will be preserved.
Right of way for the gas line is 40' and will be preserved.
4, ll2 above addresses your concern about sediment into the Lamar Canal and
the Arkansas River.
5. The Arkansas River will not be crossed by this operation. When the area
north of the river is permitted sometime in the future, access will be from
the north.
6. The applicant suggests that a 50' unmined buffer than 100' be left be-
tween the north lake and the Arkansas. Thia is the deepest and best part of
the deposit and an extra 50' buffer renders much valuable aggregate unusable..
If you wish to tour the Arkansas, I can show you severl instances of a 50'
buffer providing long term stability of the river-lake systery.
7. There will be some sinuosity to the shoreline built from the 1-5' of over-
burden. However, the applicant does want to maximize extraction consistent
with a good reclamation plan.
