4. Reclaim the land as cropland to a depth of not more than 10 feet below the <br />present level of the land or two feet above the highest ground water level <br />recorded on the property during the hydrologic testing period, whichever is <br />higher. <br />5. Require the public review of test results and documents upon which the claim <br />of gravel deposits, overburden, topsoil and no ground water are based. These <br />documents have never been revealed to the public for review, so the quality <br />and appropriateness ofthese documents cannot be verified. <br />6.
