Environmental Assessment Bowie Resources, LLL.C.
August 2005 Spruce Stomp Fedeml Coal Explomtion License (I50- 2005A3)
3.4.4 Biological Resources
Approval of the Proposed Action would result in minimal temporary habitat loss from temporary
road development and well pad development. This temporary habitat loss is negligible and
I would not affect the overall habitat continuity in the region. In addition, revegetation of areas of
temporary disturbance would mitigate any long -term habitat loss and is not expected to affect
any one species long -term viability. Therefore, there would be no cumulative impacts to
biological resources from the Proposed Action or No Action alternative.
3.4.5 Land Use and Access
Implementation of the Proposed Action is consistent with existing land use plans, and Proposed
Action would utilize existing primary public access roads. Temporary roads constructed as part
of the Proposed Action will be closed and reclaimed immediately upon completion of drilling.
There are currently no foreseeable future activities proposed for the SSCEL that would result in
new road development. The activities described in the Proposed Action are not expected to
result in long -term impacts that would be detrimental to the area or that would be inconsistent
with planned uses for this area. Therefore, there would be no cumulative effects to land use and
access as a result of the Proposed Action or No Action Alternative.
3.4.6 Range Resources
Approval of the Proposed Action would result in disturbance to vegetation from development of
temporary roads and well pads that are within approved range allotments. Due to proposed
reclamation activities, this disturbance would be temporary and would have no long -term
impacts to range quality or quantity for the identified range allotments. Therefore there would be
no cumulative impacts to range resources from the Proposed Action or No Action Alternative.
3.4.7 Recreation
Approval of the Proposed Action could potentially affect recreational resources due to the
construction of temporary roads and improvements to existing roads. As this disturbance would
be temporary, it is not expected to result in long -term impacts or be inconsistent with planned
uses for this area. Therefore, there would be no cumulative impacts to recreation from the
Proposed Action or No Action Alternative.
3.4.8 Visual
Approval of the Proposed Action would result in potential temporary effects on visual resources
due to the landscape modifications as a result of vegetation clearing, surface soil disturbance, and
subsurface drilling material brought to the surface. Due to proposed reclamation activities, and
no future or foreseeable terrain modifying activities proposed for this area, there would be no
cumulative effects to visual resources as a result of the Proposed Action or No Action
Alternative.
3.4.9 Soils and Geology
Implementation of the Proposed Action could potentially result in impacts, associated with
erosion or geologic hazards within the SSCEL. Proposed mitigation would minimize potential
349
