Environmental Assessment Bowie Resources, L.L.C.
August 2005 Spruce Stomp Federal Coal Exploration License (150- 2005 -43)
3 AFFECTED ENVIRONMENT AND ENVIRONMENTAL IMPACTS
This chapter is organized by resource area and addresses the following Critical Elements of the
Human Environment, as required in the BLM NEPA Handbook (Appendix 5 of H- 1790 -1, as
amended) in all EAs:
• Air Quality
• Areas of Critical Environmental Concern
• Cultural Resources
• Environmental Justice
• Farm Lands (prime or unique)
• Floodplains
• Invasive, Nonnative Species
• Migratory Birds
• Native American Religious Concerns
• Threatened or Endangered Species
• Wastes, Hazardous or Solid
• Water Quality
• Wedands/Riparian Zones
• Wild and Scenic Rivers
The following affected, as well as non - critical, resource areas will also be addressed:
• Land Use, Access and the Road System
• Biological Resources (Vegetation, Wildlife, and Migratory Birds)
' • Range Resources
• Recreation
• Visual Quality
' • Soils and Geology
• Noise
The discussion of each resource area begins with a description of the area of potential affect or
that geographical area assessed in this analysis. The area of potential affect may vary in size
between resources due to variations in the scope of effect to individual resources. This
discussion is followed by a description of the existing conditions pertaining to the resource area.
Next, the impacts, or environmental consequences, expected to occur as a result of implementing
the Proposed Action or an alternative are described. In order to assess the significance of an
impact as it relates to NEPA, both the context and intensity of impact are considered.
Finally, any mitigation measures proposed to lessen the overall impact of the Proposed Action or
alternatives are presented in the fourth section under each resource area.
3 -1
