Environmental Assessment Bowie Resources, L.L.C. <br />August 2005 Spruce Stomp Federal Coal Exploration License (150- 2005 -43) <br />3 AFFECTED ENVIRONMENT AND ENVIRONMENTAL IMPACTS <br />This chapter is organized by resource area and addresses the following Critical Elements of the <br />Human Environment, as required in the BLM NEPA Handbook (Appendix 5 of H- 1790 -1, as <br />amended) in all EAs: <br />• Air Quality <br />• Areas of Critical Environmental Concern <br />• Cultural Resources <br />• Environmental Justice <br />• Farm Lands (prime or unique) <br />• Floodplains <br />• Invasive, Nonnative Species <br />• Migratory Birds <br />• Native American Religious Concerns <br />• Threatened or Endangered Species <br />• Wastes, Hazardous or Solid <br />• Water Quality <br />• Wedands/Riparian Zones <br />• Wild and Scenic Rivers <br />The following affected, as well as non - critical, resource areas will also be addressed: <br />• Land Use, Access and the Road System <br />• Biological Resources (Vegetation, Wildlife, and Migratory Birds) <br />' • Range Resources <br />• Recreation <br />• Visual Quality <br />' • Soils and Geology <br />• Noise <br />The discussion of each resource area begins with a description of the area of potential affect or <br />that geographical area assessed in this analysis. The area of potential affect may vary in size <br />between resources due to variations in the scope of effect to individual resources. This <br />discussion is followed by a description of the existing conditions pertaining to the resource area. <br />Next, the impacts, or environmental consequences, expected to occur as a result of implementing <br />the Proposed Action or an alternative are described. In order to assess the significance of an <br />impact as it relates to NEPA, both the context and intensity of impact are considered. <br />Finally, any mitigation measures proposed to lessen the overall impact of the Proposed Action or <br />alternatives are presented in the fourth section under each resource area. <br />3 -1 <br />
