Phosphorus monitoring is required only for facilities which discharge into the following drainage basins: Cherry Creek <br />basin, Chatfield Reservoir downstream of the USGS gage at Waterton and on Plum Creek, Dillon Reservoir basin (i.e., <br />Ten Mile Creek, Snake River, Blue Rivu, aU tnbutaries-to the Dillon Reservoir), and Bear Creek basin. See the <br />individual Certification Rationale for a determination as m whethu monioring is required. <br />9. SienatorvRewirements <br />a. All reports required for submittal stall be signed and certified for accuracy by the purtrittce in accordance with the following <br />criteria: <br />1) In the case of corporations, by a principal executive office of at ]east the level ofvice-president or his or hu duly <br />authorized representative, ifsuch representative is responsuble for the overall opuation ofthe facility fromwhich the <br />discharge descnbed in the form originates; <br />2) In the case of a partnership, by a general partner, <br />3) In the case of a sole proprietorship, by the proprietor, <br />4) Ia the case of a municipal, state, or othu public facility, by either a principal exewtive office; ranking elected <br />official, or other duly authorized employee. <br />b. Changes to authorization 1f an authorization undo paragraph a) of this section is no longer accurate lxcause a drffurnt <br />individual or position has responsibility for the overall operation of the facility, a new authorization satisfying the <br />requirements of paragraph a) of this section must be submitted tn the Division, prior tn or togedtu with any reports, <br />information, or applications tn be signed by an authotzed representative. <br />c. I am aware <br />that there are significant penalties for submitting false information, including the possibility of fine and imprisonment for <br />knowing violations." <br />E. DEFINITIONS <br />1. A "continuous" measmement, for flow monitoring requirements, is a measurement obtained from as automatic recording <br />device, which contiuualiy measures flow. <br />2. A "grab" sample, for monitoring rage"cements, is a single 'dip and take" sample. <br />3. An "tn-aim' measurement, for moniorng requirements, is defined as a single reading, observation, or measurement taken in dle <br />field at the point of discharge. <br />4. An "instantaneous' aleastuement, for monimriag requirements, is a single reading, observation, or measurement perforrned on <br />site. <br /> <br />
