I4i.ller: <br />Enclosed please find an unbound copy of the final cultural resources inven- <br />tory report for the portions of the Canadian Strip I~iine Extension permit <br />areas in Jackson County surveyed by Gordon & iCranzush, Inc. in 1986 and 1981. <br />As you originally contracted with C&iC to satisfy BLt~: requirements for coal <br />exploration licenses (requirements met by the reports previously submitted), <br />this report, designed to meet CSN requirements for idine Plan documentation, <br />is considered work outside the scope of the previous contracts. I am there- <br />. fore obliged to enclose an invoice for the cost of assimilating and preparing <br />this report for the l~line Plan. I have created an Appendix in this report <br />containing all previous G&Y, report and resource forms for the general ~;ine <br />Plan area, so you do not need to include arty of that material in your com- <br />pilation of (fine Plan data. <br />Also, I would like to alert you to a few potential problems that may arise <br />with the ~;ine Plan. Though I have covered all the cultural resources re- <br />corded in the immediate mine plan area in my report, OSA; may require that <br />you include portions of J. Lischka's (U. of Colorado) 1977 survey results, <br />as it is customary to include all original cultural resource documentation in <br />a mine plan. I also briefly talked to J. Anderson (Pioneer Archaeological <br />Consultants) regarding her 1979 Sigma Nine report, and she indicated that she <br />too was intent on satisfying BLIP', rather than OSI1, requirements, and that <br />her report may not complete]y satisfy the latter's guidelines either. It <br />may benefit you to talk to Judy Schafer of CSPI to ensure that the cultural <br />resources sections of the mine plan are adequate. <br />I knave that all of this is confhsi.-ig - and even annoying, but the differences <br />between government agencies' requirements make it essential that contractors <br />be advised of all possible review processes in order that one report suffice. <br />For your information, I have enclosed a copy of the report criteria against <br />vrhich cultural resource reports are assessed by GS2: far adequacy. Perhaps it <br />will help minimize problems on future 'r7yoming Fuel Ccmpany projects. <br />I hope that the enclosed materials will facilitate a successful end in your <br />• <br /> <br />
