Dudash,Joe <br />From: Mathews, Dan <br />Sent: Thursday, February 03, 2005 11:14 AM <br />To: Brown, Sandy; Dudash, Joe <br />Subject: Bureau of Reclamation Visit <br />Bob Major of the Bureau of Reclamation (USBR) Grand Junction Office came over this morning to get copies of <br />documents associated with TR-36 and Pond F, at Bowie #2. As you know, he is concerned about impacts/potential <br />impacts of the waste disposal pile and associated Pond 5, to the adjacent Fire Mountain Canal, owned by USBR. I printed <br />copies of the TR-36 submittal, including the stability analysis, the NOV that was recently issued for the stability analysis, <br />and quarterly reports and construction certifications and related correspondence for the waste pile and Pond F. <br />He stressed USBR's concerns with discharge from the pond into the canal associated with the emergency spillway design, <br />the lack of a primary spillway and the Fact that a pump was not kept on site for discharge. They also are concerned about <br />the possible contamination of the canal that might result from percolation through the alluvium from the unlined pond(s), <br />and possible slope instability in the area of the canal associated with such percolation from the pond(s). He also <br />mentioned an incident from a while back regarding an apparent breach in a collection ditch that resulted in black water <br />running into the canal. Were you aware of that? In general, they seem to be pretty concerned about the location of the <br />refuse pile and sediment control systems immediately adjacent to their canal, and the possible negative impacts to the <br />stability of the canal and/or the quality of water carried in the canal. <br />He also expressed some concern about the short time frames for public comment associated with the TR-36, but said they <br />would try to get their written concerns regarding the revision submitted within the time frame. He said they (USBR) wanted <br />to be kept apprised of any developments associated with the refuse area and Pond F, and also that they wanted to be <br />notified (and copied if possible) on any modifications submitted by the company to the stability analysis, refuse pile design, <br />Pond F design, or other changes to sediment control facilities in the vicinity of the Fire Mountain Canal. <br />I think he had already talked to Joe about some or all of this, and several documents I pulled up on the screen, Bob said <br />he had already received copies of. <br />I had problems with the computer in our public area, so I did the document search and printing from my computer, and he <br />just looked over my shoulder and let me know which documents he wanted prints of. I'll hopefully figure out how to access <br />the imaging system on our public area computer before he comes back, so he can do the searching and printing himself. <br />Luckily, there were no maps in any of the documents he wanted, so I didn't have to attempt to print maps from the imaging <br />system to our plotter, which is a hit and miss (mostly miss) type endeavor. <br />
