Permit No. C0-0027746 <br />c) Acute WET Limitations (out(alls 007/002. 004 and 0751: WET testing of mine drainage and similar wastewater at <br />coal mines hat shown that this source of wastewater often exhibits tosirity due to the presence ojmetals and other <br />pollutants. On this basis, as required under section 6.9.2(5) ojthe Reeulatiou for the Stare Discharee Permit <br />stem the Division finds there is reasonable potential jot the duciwrge to imerjere with attainmem ojapplicable <br />water quality class~aations or standards. Because of this mndition, the aewe tosirity (unit has been inrorporated <br />into the permit and beaomu effective Ottobtr I. 1995. Prior to the acute WET limit beroming effective, the <br />permittte is required to ronduct routine monitoring, the results of whidt are to be reported as an LCso Ijthe LCso <br />S 100;6 effluent, the permittee is required ro ronduct the automatic mmpliannt schedule as rdemified in Part I.B. <br />of the permit. <br />dJ General Information: The permiaee should read the WET setting sections of Part I.A. and I.B. of the permit <br />carefully. the permit outline the test requiremems and the required follow-up actions the permiaee must rake to <br />resols+t a laxinty incident. The permittu should read, along with the documenu listed in Part I.B of the permit, <br />the Colorado Water Oualirv Control Division Biomonitorine Guidance Doctunem. dated July 1, 1993. This <br />dacumem outliner the aitaia used by the Division in such areas as granting reGejfrom WET testing, mod~ing test <br />mahods and tiwnging test speries. The perminee should be aware that some of the ronditions outlined above may <br />be subject ro change ifthe facility experienres a dotage in dudwrge, as outlined in Pars /LA.1 ojrhe permit. Such <br />dutnges shall be reported to the Division immediately. <br />As previously authorized, the Division rontinues approver! of rollection of romposire samples that ronsist of <br />proportional aliquots ojdudwrges from outfalls 001 and 002 for a single analysis. <br />The Division does not apply WET requiremems to surface runoff, therefore WET toting is not a requiremem for ourjallr 005, <br />006, 007, 008, 009, 010, 011, 0I2, 013 and 014 in this permit. However, the Division reserves the right ro reopen the <br />permit to include WET testing, should facility ronduions change or if new injonnation beromes available. <br />V/. REDUCTION IN TESTING PER WRITTEN REQUEST <br />The Division has reviewed the previous WET testing data for rombined outfalLr 001 /002 and outjaU 004. In mast tests, some <br />tosiciry Irrespective of actual testjailureJ hat been exhibited in many of the rest dilutions. On this basis, the Division txmnot <br />reduce testing frequencies be(aw those which routinely apply under the current guidance. Therefore, for outfalLr 001/002, <br />004 and 015, the frequency of acute testing shall be quarterly. <br />V//. PERMIT GRANGES AS A RESULT OF THIS PERMIT AMENDAIENT <br />As a result of this amendmem, page 1a is amended to include outfall 015 and show the new WET limitations, page ld is <br />amended to add monitoring requiremems for ourjal! 075 and revise WET monitoring frequencies, pages !j through 1 i are <br />amended ro include new WET language.
