Box 1030 <br />Paonia, Colorado 81428 <br />,. <br />Re: Somerset Mine, Technical Revision No. 5 for Reclamation Plan, <br />File No, C-81-022 <br />Dear Mr. Posey: <br />We are in receipt of your comments dated August 14, 1987 concerning the <br />reclamation plan for the Upper Hubbard Creek pad associated with the <br />Somerset Mine. <br />The copy of your letter which we received did not have the April 24, 1986 <br />comments attached to it. It could assist our review of the Somerset <br />reclamation plan if we received a copy of the earlier comments. <br />At this point I have a few thoughts which I would like to transmit to you. <br />The site in question is immediately below two massive landslide bodies. As <br />you are aware some movement has taken place in these areas this year, Please <br />be aware that these landslides pose a potential hazard to anyone using the <br />site, especially during periods of precipitation or excess soil moisture. It <br />may be appropriate to post signs warning users of the hazard. <br />In addition we have requested, and Kaiser <br />backfill be placed at the base of the cut <br />pad and to result in a less steep slope a <br />around the site shall remain until Kaiser <br />demonstration that no sediment control is <br />limitations. <br />Coal Company has agreed, that <br />slope in order to cover the concrete <br />I1 along the cut, The gravel berm <br />Coal Company can make the <br />reouired in order to meet effluent <br />Finally, we need some commitment from the Forest Service that this facility <br />will be maintained in the future (after Kaiser Coal Company's bond has been <br />released). Maintenance might include repair of any damaged culverts or the <br />drainage channel, As you know the intermittent drainage channel above the <br />site was relocated around the pad area and under a road culvert.
