<br />saturated soil conditions for growth and reproduction. Wetlands <br />generally include swamps, marshes, bogs and similar areas. It is <br />expected that wetlands determination will be made by the U.S. Fish and <br />Wildlife Service in conjunction with a 404 permit on the White River. <br />Although no determination has yet been made, it is estimated that no <br />wetlands will be encroached upon by the mine or any of its facilities. <br />4. LAND USE PLANS <br />The development of fossil fuel resources has given Rio Blanco County a <br />high poential for growth. Because of this, the county has adopted a <br />master plan, the purpose being to direct and maintain quality growth. <br />• This plan includes the use of an impact document provided by a potential <br />developed as a basis for decisions regarding re-zoning. (Rio Blanco <br />Planning Commission, 1976) <br />Rangely also has a master plan which was adopted in 1976. It serves as <br />a guide for development within the community. <br />5. HISTORICAL USE OF THE MINE AREA <br />The proposed mine plan area has been previously mined. Records <br />available through the Colorado Department of Natural Resources, Division <br />of Mines revealed that the Staley-Gordon Cosl Company, Inc. produced <br />coal from their 4R~ite River Fuel Mine from 193$ until 1971. The mine <br />closed in February 1971. There was continuous production; i.e., coal <br />was produced each year during this period with an average of about 6,000 <br />tons per year. The type of mining used was room-and-pillar. The coal <br />II.J-6 <br />
