Introduction <br />The Smuggler Mountain Superfund Site (the site) was placed on the National Priorities <br />List (NPL) on June 10, 1986. (51 Fed. Reg. 21073). In September, 1986, a Record of Decision <br />(ROD) was issued that divided the Site into two OUs (Operable Units). The OUl remedy was <br />modified by several Explanations of Significant Di$'erences (ESDs), the last of which was dated <br />June 1993. OUl is mostly residential. OU2 (the mine site) is not developed for residential use <br />but does include the Smuggler Mine on Smuggler Mountain. OU2 is an ongoing mining <br />operation. The remedy selected in the ROD was solely for OUl. Ivfiriing operations are expected <br />to continue for the next 25 - 30 yeazs and perhaps indefinitely. The remedy selection fo: OU2 <br />was codified in an action memo. <br />This Final Site Closeout Report certifies that the United States Environmental Protection <br />Agency (EPA) has completed all required site activities for the site in accordance with Procedures <br />for Completion and Deletion of National Priorities List Sites and U do ate (OSWER Directive <br />9320.2 - 09). EPA, the State of Colorado (State), and Pitkin County completed the Seal site <br />inspection on September 6, 1996. This inspection determined that the remedy had been <br />constructed consistent with the requirements of the OUl Record of Decision, and the OU2 <br />Action Memo. <br />II. Summary of Site Conditions <br />A. Location and Site Conditions <br />The Sr.: aggler Mountain Supetfund Site is located both in Pitkin County and the City of <br />Aspen, Coiorado. The Site is located in the northeastern portion of the City of Aspen, on the <br />southwestern flank of Smuggler Mountain and in the valley of the Roaring Fork River. <br />The site is largely developed containing Iazge and small condominiums,. mobile home <br />pazks, a tennis club and numerous single family residences. Soil analyses in the early 1980's, <br />conducted first by residents and later by EPA and the Potentially Responsible Parries (PRP's), <br />PAGE No. 2 <br />
