Lochhead <br />Eaecmive Director <br />Michael B. Long <br />Division DireUOr <br />The Division has received the above referenced Notice of Intent to <br />Conduct Coal Exploration. In order to expedite the review process, <br />the Division has combined the completeness review with a <br />preliminary adequacy review. <br />Completeness <br />The NOI application is complete except for the following: <br />1) Right of access from the various landowners for the drill <br />sites and seismic transects, <br />2) Exploration License from the Bureau of Land Management <br />~B~) . <br />3) Cultural Resources inventory and clearance from the both <br />BLM and the State Historical Preservation Office (SHPO), <br />4) Threatened and Endangered Species clearance from both the <br />Colorado Division of Wildlife (CDOW) and the United <br />States Fish and Wildlife Service (USFWS). <br />With reference to 1), above, the Division understands that there <br />are many different landowners for the various drill sites, that <br />obtaining right of access may be a time-consuming process, that <br />right of access may be obtained more easily and quickly from some <br />landowners than from others, and that the proposed duration of <br />exploration activities is from October, 1994 through September, <br />1996. If the approval of the entire NOI is delayed because of <br />delays in obtaining right of access from several of the landowners, <br />
