Box 591 <br />Somerset, CO 81434 <br />Dear Gene, <br />We have reviewed Mnttntain Coal Company's (MCCI Annual Operating Plan for the methane <br />drainage project for 2003. In general, the Plan is approved, however the following individual <br />items are not approved: <br />1) Sites 14-07 and 16-06 are approved for use in storing reclamation materials only, <br />2) Use of site 23-02 as a staging area is not approved, site 01-23-1 maybe used for this purpose, <br />3) The conversion of 14-OS to a ground-water monitoring well. This represents a loner term use, <br />and a Forest Service special ttse permit will be needed. ~Ve need to understand how MCC would <br />propose to access this location for periodic monitoring, hole plugging and reclamation, especially <br />after the methane drainage project is completed and the roads decommissioned. <br />As we mentioned before, MCC's fire plan from 2002 will be kept in effect for 2003. We will <br />notify MCC of any fire restrictions that maybe issued. <br />Any changes to the Plan will need to be submitted in writing to this office for approval prior to <br />an activity occurring.
