E~.4
s ~,~,~, c~ma,~y _ __ _ _ Seneca Coal Company
April 5, 2001
Tarlla W3t5OI1
Colorado Department of Health
WQCD-CMDM-P2
4300 Cherry Creek Dri•/e Sou[h
Crenver, CO 80222-1533
RE: DMR Mistakes for Permit CO-0000221
Ms. Yla~ snn,
Tt.is letter serves to follow up an our phone conversation last
creek, r_oncerning the mistakes I found on the first quarter 2001
CMR:: for Colorado Discharge Permit CO-0000221 for the Seneca Mzne
_-~mplex. F'or Faints 004, 005, 008, 009 and 011, the following
mistakes were found. Page 1: the monitoring per.tod for pII was for
March only (it should be for the entire quarter). Page 2 (TSS,
STS, iron and O/G (lab value)) is OK. Page 3: the monitoring
period for flow was for March only (again, it should cover the
entire quarter). Fage 4 (TDSI is OK. Page S: Oii/Grease (O/G)
visual, the monitoring period is for March only (again, it should
cover the entire quarter). Uata on these five pages would fit
into two pages iE the DMRs were correct.
All of the mistakes noted above were Eound only in the first
quarter, the remaining quarterly DMRa were found to be correct.
I suspect that these mistakes are a hold over from monitari.ng
frequencies that exietcd prior to our last amendment in 1999.
Frior to that amendment, the monitoring frequency for pH, O/G and
flow, for the points mentioned in the previous paragrapk:, was
monthly rn Januar,r and February and weekly in March. Since the
1599 amendment, the monitoring frequency is monthly year-round. I
also t:or_ed tyre same mistakes on the first quarter 2000 DMRe.
For Points 012, Ui3, 014, 016 and 017, t:.he correct monitoring
frequency for pH is weekly (not monthlyl. For those same points,
the WET test requirements are for both Ceriodaphnia and
Pzmephales, while only r_eriodaF,hnia .is listed on the Ph1RS. Both
these mzstakes (pH and WL:T tests) were found on DMRs for aii four
quarters, not lust thF• first quarter.
I have already .completed the fiz•st quarter DMRs, making
corrections to the mistakes [toted above. I currently have on
fzlr blank UMRs uo to the end ut the year. You may rerun ttlose
if yo~.r feel it is necessary, althc+ugh I have no problem with
nsir:y the remaining UMRG. Correcting those mzstaF:es is minor.
Seneca Coal Company • P.O. Drawer D • Hayden. Colorado 81839
Telephone (970( 276.3707 FAX (970) 276.3014
