The proposed site will be mined in 40-acre phases. Each 40-acre phase will
have a life expectancy of approximately 30 years.
Aggregate production will be contained within each phase as the operator
proceeds across the proposed site. The mine plan map provided depicts the
operation, as it would occur for Phase 1. Approximately 10 acres will be affected by
the mining operation in Phase 1. As the operation moves into Phase 2, the
processing area will follow into Phase 2, allowing reclamation of Phase 1. Each
phase will contain topsoil and overburden/reject material stockpiles generated from
the active face.
The applicant wishes to bond 40 acres, or one phase, at a time. Prior to
excavation, the applicant intends to stake or otherwise physically mark the boundary
of the parcel to be mined. The operation will be limited to 40 acres at one time.
The applicant wishes to reserve the right to operate a screening, crusher
and/or wash plant. The targeted reserve has minimal overburden.
Overburden and topsoil will be stockpiled within each 40-acre bonded area.
The stockpiles will be placed along the perimeter of the bonded area in order to
minimize noise and visual impacts of the operation. Reclamation will occur
subsequent to the mining operation. Reclamation will occur in a mined out portion of
a phase as the operation moves across a phase and into the next phase according to
the mining plan map. No more than 40 acres will be affected at any one time.
Ranch Land, LLC proposes to mine utilizing front-end loaders and scrapers
to remove and stockpile topsoil, overburden and product. The targeted deposits are
Kim-Cascajo Complex and Shingle deposits. All surtace material will be stockpiled
within the staging area or 40-acre bonded area for later use in reclamation. Loaders
will scrape any overburden into stockpiles and transport aggregate to the production
area. This will be a dry mining operation. The mining methods will be consistent
throughout the life of the mine.
Water diversions and impoundments will be constructed as required by
Colorado Department of Public Health and Environment's Water Quality Control
Division. When deemed necessary, storm water diversions will be constructed of
overburden. Diversionary berms will be constructed to deter storm water from
entering the staging area. All diversionary structures will be removed during
reclamation.
The primary commodity is gravel. Incidental materials, such as overburden or
reject material, will be used during reclamation to back fill slopes and build up the
excavation floor.
The surface soil series present are Kim, Manvel, Midway,Cascajo, Wiley
Shingle. The Kim and Cascajo contain high-grade gravel. These series consist of
deep, excessively drained soils on hills and ridges. Specific information on each
series is provided in Exhibit I, Soil Information. Ranch Land, LLC intends to mine
approximately 80 feet deep or to bedrock. The resulting formation will be either a
depression or a reduction in elevation to the grade surrounding the hill, depending
on the depth of the reserve.
Explosives will not be used in the mining operation,
