1 1 ('OOLEY RESERVOII2 AND FULTON WILDLIFE AREA PTT ' EXHiBTT C - NARRATIVE ACCOMPANIMENT TO PRE-MINING PLAN AND MINING PLAN MAPS The first map insert, Exhibit C-1, Pre-Mining Map -Existing Conditions, shows graphically the adjacent property owners, the name and location of surface features and structures within 200' of the ' boundaries of the affected land, existing topography, the area of the affected lands, vegetation, and water resources. That part of the permit azea identified on Exhibit C-1, Pre-Mining Map as Parcels A, B, D-2, and D-3 are owned by the Applicant. For ease of reference, Parcels A and B are generally to referred to as the Fulton bYddfife Area, the C Parcels as the Plant Site, and the D Parcels as the Cooley Reservoir. ' Parcel D-1 is not owned by the applicant, and will be mined under an existing lease arrangement. Parcel C-1, part of the Plant Site azea, will be purchased by the Applicant along with an additional ' 9.4*acres. This additiona19.4*acres won't be included in the pemvt area, but will be subdivided from Parcel C-1 as two separate parcels and conveyed to others. Parcels C-2 and C-3, the remainder of the Plant Site area, will be leased by the Applicant. The ownership of all the property within the ' pemtit area, abutting property owners, easement owners on and off site, and owners of permanent man made structures on the property and within 200' of the property are listed and identified as a circled bold letter on the Exhibit C-1, Pre-Mining Map. A complete list of corresponding addresses ' for each is included in Exhibit O. A description of the man made structures within the permit area and within 200' of the permit area is described in Exhibit S. ' The topographic mapping on Exhibit C-1, Pre-Mining Map was obtained from Adams County from joint Adams County/Urban Drainage and Flood Control Mapping that was undertaken in 1997. This same topography was utilized to develop Exhibit C-2, Mining Plan Map and Exhibit F, Reclamation Plan Map. The floodplain information was also taken from FEMA Flood Insurance maps and UD&FCD data. Exhibit C-1, Pre-Mining Map, also shows and lists Soil Information, and a brief description of Vegetative Cover within the permit area. More detailed Soil Information is provided in Exhibit I. More Vegetation Information is provided in Exhibit J, including a survey for the Ladies Tresses Orchid which wasn't found to be present on site. Exhibit H should be consulted for Wildlife Information, which includes a Colorado Division of Wildlife Statement/Evaluation and a survey for the Prebles meadows jumping mouse which wasn't found to be present on site. The total area involved within pemtit boundaries will be 348.96 acres. The total area to be disturbed for mining and in the plant site is 289± aces. Except for the installation of structures for a conveyor to cross the S. Platte River, the construction of a trail by Adams County, and the possibility of some ' channel improvements by UD&FCD, 50+ acres along the S. Platte River channel on parts of Parcel A, B, D-2, and D-3, and a ] 0+ acre tree stand out of the S. Platte River channel on Parcel A will be left undisturbed. *Omitted acreage in original application added 04/30/99.
