In May of 1960, the Bureau of Land Manage- <br />ment will conduct a coal lease sale for certain coal depo- <br />sits located immediately adjacent and to the north of the <br />present KCC mining operation in response to an emergency <br />leasing application submitted by KCC. The leasing of these <br />reserves is occurring as a consequence of the fact that KCC <br />will have depleted all existing reserves at the Kerr Mine <br />on or before February of 1981. In an effort to place these <br />adjacent federal reserves into production as soon as possi- <br />ble so as to avoid closure of the mine with attendant un- <br />employment and contractual difficulties, KCC is implementing <br />baseline data gathering and preparation of materials for in- <br />clusion in a permit application to the Mined Land Reclamation <br />Board ("NLRB") and the Office of Surface Mining ("OSM"). <br />KCC anticipates that this permit application will be filed <br />with state and federal regulatory agencies sometime during <br />the late summer or early fall of 1960. <br />Time is of the essence in the processing of KCC's <br />proposed permit application (hereinafter, the "Kerr North <br />Expansion"), as indicated by the emergency nature of the <br />federal coal lease and the imminent exhaustion of surface <br />mineable coal reserves at the Kerr Mine. Accordingly, we <br />have requested a series of meetings with the Mined Land <br />Reclamation Division ("NERD") and OSM staff who will be <br />involved in processing the permit in order to confirm <br /> <br />
