• be submitted to the CDMG, as part of the Annual Reclamation Report, <br />summarizing the data and requesting approval for any corrective measures by <br />February 15`" of Revegetation Year 5. <br />4.4.4.2 Final Reveg¢tation Monitoring <br />Final revegetation monitoring will be conducted, at a minimum, during <br />the last two years of the liability period for areas affected under the <br />permanent program prior to submittal of a phase III bond release request. <br />These areas include the three bond release blocks: Moffat area, West Ridge <br />and Facilities areas. Three additional areas which were mined and <br />reclaimed prior to passage of the Colorado permanent program regulations <br />(August 1980) fall under the 1976 rules and regulations for determining <br />reclamation success. These areas include: Center Ridge, East Ridge and the <br />South-of-Shop. <br />All of the above mentioned areas are depicted on Exhibit 9.9-2. The <br />following is a listing of the various areas depicted on Exhibit 4.9-2 with <br />the revegetation monitoring to be performed on each area. <br />1. West Ridge: <br />a. Topsoiled areas in Sections 19 and 23, T4 N, R86W, under <br />• permanent program revegetation success criteria - Cover, <br />production and diversity based on reference area <br />comparisons. <br />b. Previously disturbed areas using substitute soil <br />reconstruction material (including opportunistically <br />salvaged topsoil material in Section 13 and 24, T4N, <br />R86W) - cover standard of 47$ (based on pre-redisturbance <br />cover value) <br />2. Moffat area: Cover, production, diversity, and woody stem <br />density based on reference comparisons, except for woody stems. <br />The woody stem density standard is 1000 stems per acre. <br />3. Facilities areas: Cover standard of 97$ (based on West Ridge <br />pre-redisturbance cover value). <br />9. Center Ridge: Cover standard of 92$ (based on previous bond <br />release approval for remainder of Center Ridge). <br />5. East Ridge: Cover standard of 97$ (based on West Ridge pre- <br />redisturbance. Remainder of East Ridge had a 22$ cover value <br />when approved for bond release, however 97$ cover is considered <br />more appropriate). <br />• 6. South-of-Shop: Cover standard of 61$ (based on previous bond <br />release approval for remainder of South-of-Shop). <br />Renewal-3 4.4-22 June 13, 1997 <br />
