•
~.
2.04.9 Soils Resource Information
(1) The applicatn shall provide adequate soils information for the permit
area, or in the case of underground mining activities, for those portions
of the permit area to be disturbed by surface operations and facilities.
Such information shall include at a minimum the following site specific
information:
(a) Description, sampling and analysis of soil horizons in sufficient
detail to determine the depths to which identified materials should be
salvaged.
(b) Soils analysis for representative samples of each soil horizon for
each soil type with analysis conducted by a laboratory using standardized
soil testing procedure. Soil testing parameters shall include:
(i) pH;
(ii) Salt hazard (electrical conductivity) ;
(iii) Sodium Absorption Ratio;
(iv) Particle size analysis (texture); and
(v) Other chemical analysis as required by the Division for good
cause shown.
(c) A soils map or enlarged aerial photo of the same scale as the
permit area map shall be provided which accurately portrays:
(i) Soil sample locations; and
(ii) The depths to which the operator proposes to strip topsoil
within each portion of the permit area.
(d) A narrative or table shall be provided which addresses the
suitability of each major soil horizon as a plant growth media based on its
physical and chemical characteristics.
(e) A discussion of present and potential productivity of soils.
(2) The intensity of soil sampling and the number os samples to analyze'
shall be based on the complexity and variability of soils within the permit
area.
(3) Where the applicant proposes to use selected overburden materials as
a supplement or substitute to topsoil, the application shall provide results
of the analyses, trials, and tests required under 4.06.2.
RESPONSE
This soil inventory was completed in two phases. The first

phase was completed by VTN Colorado, Inc. , formerly located in
Denver, Colorado. VTN sampled soils in the mine permit area
south of County Road 53. The second phase was completed by a
soil scientist employed by Yampa Mining Co. Soils in the mine
permit area north of County Road 53 were sampled in this study.
