Sections 4.3 <br />and 4.4 provide details about the augmentation plan and a <br />monitoring program, respectively. <br />4.1 OVERVIEW <br />The objective of the proposed augmentation plan is to <br />provide a means of preventing impacts to water rights caused <br />by: <br />a. PCC's out-of-priority storage and consumptive use <br />of water from the already constructed and proposed <br />ponds (Figure z)7 and <br />u <br />b. Pit inflows that result in removal of water from <br />the shallow aquifer which supplies some surface-water <br />rights via springs and seeps. <br />The objectives of the plan are achieved as follows: <br />1.
