• these roads meet the criteria for grades, compaction, drainage, etc. All haul roads at the site <br />are nearly flat in grade and have minimal fills (less than 2 feet high) and basically no cuts. <br />General Requirements. WFC will construct, maintain and reclaim haul roads to minimize <br />erosion and siltation, air and water pollution and damage to public and private property. To <br />the extent possible, using the best technology currently available, haul roads will not cause <br />damage to fish, wildlife, or related environmental values and will not cause additional <br />contributions of suspended solids to stream flow or to runoff outside the permit area. <br />Location. At the New Horizon 2 area, haul roads will be constructed on lands proposed to be <br />disturbed by mining and reclamation operations. <br />Haul roads at the mine site will be designed with appropriate ditches, grades and culverts to <br />control erosion and runoff. All haul roads will be constructed basically "on-grade". Topsoil <br />will be removed and stockpiled in accordance with W FC's topsoil salvage plan. The location <br />will be partially limited by the grades of the existing or postmining areas. Stream fords will <br />not be used during construction of roads unless approval is first obtained from the regulatory <br />authority. The existing and proposed haul road profiles and typical cross section are shown <br />• on Maps 2.05.3(3)-13. <br />Design and Construction. The design of the haul roads incorporate the demand for mobility <br />and travel efficiency, based on the geometric criteria appropriate for the anticipated volume <br />of traffic, weight and speed of the vehicles to be utilized. The design and construction or <br />reconstruction of haul roads not within the estimated disturbed area will be certified by a <br />registered professional engineer, if required by the CDMG for good cause shown. <br />Should haul roads not within the estimated mining disturbance areas be necessary, they will <br />be designed and constructed or reconstructed in compliance with the following standards in <br />order to control erosion and disturbance of the hydrologic balance. <br />The vertical alignment of the haul roads will not exceed 10 percent on the overall grade. <br />Maximum pitch grade will not exceed 15 percent, and there will not be more than 300 feet of <br />pitch grade exceeding 10 percent within any consecutive 1,000 feet. <br />The horizontal alignment will be consistent with the existing and postmining topography and <br />will be coordinated with the vertical alignment to ensure that the roads will not cause <br />• excessive environmental damage. <br />(Revised July 2006) 2.05.3(3)-27 <br />
