MEMORANDUM
TO: HARRIS SHERMAN, SECRETARY, MINED LAND RECLAMATION
FROM: DR. JERIS A. DANIELSON, DEPUTY STATE ENGINEER
SUBJECT: ROSSUM PTT, LARIMER COUNTY, APPLICATION FOR MINING AND
RECLAMATION PERMTT
As requested by your office, we have reviewed the application for a gravel
pit near Loveland. The applicant stated in Exhibit G that he owns a water
right (W-4099, Division 1 Water Court) for irrigation and livestock watering,
but mentioned no rights for dust control on the crushers, for gravel washing,
or for other mining or industrial purposes. Exhibit G also states that "evapo-
ration losses will be replaced by augmentation", but does not state the
amount of water to be augmented or how augmentation would be accomplished.
The right mentioned above is so junior that it would be almost useless for
augmentation because when augmentation would be required, the right would
undoubtedly be out of priority. The applicant should provide an acceptable
augmentation plan prior to Board app{oval of the permit.
