CONCLUSION <br />As set forth above, there are compelling reasons for the Board to preclude, in whole or in <br />part, the objections set forth in the draft Order. By deciding to heaz certain of the objections, the <br />Board will have provided the objectors a third chance at identifying issues that should have been <br />identified long ago in this process. That stated, should the Board choose to hear the issues, either <br />in whole or in part, there are no substantive grounds presented upon which the Board could deny <br />the application.
