The project proponent and applicant is Clear Creek <br />District Water Providers I.I;C; 5560 Quebec Street, Suite 110, Greenwood Village, Colorado. <br />Douglas Mountain Filing No. 1, a residential area, is located immediately east of the proposed mining <br />facility. We are adamantly opposed to the construction and operation of this or any other mining facility <br />of this type in this area. We have had direct experience with the impacts associated with the operation of <br />the Albert Frei & Sons Quarry on US 6 in Clear Creek Canyon. None of the regulations associated with <br />the operation of this facility have been enforced by the State of Colorado, setting a very poor example of <br />rock mining in this sensitive region. As such, we request that DMG delay a decision to issue a mining <br />permit until the following issues, at a minimum, are fully considered and addressed. <br />With respect to the quany application we have the following specific comments: <br />Page 10 Blasting Procedures <br />Both private and public stnrctures must be protected from the impacts of blasting and,rock movement. <br />The most stringent OSM, US Bureau of Mines, or other relevant ground vibration standards must be <br />adhered to. A plan must be developed that includes monitoring and reporting to ensure the protection of <br />all structures within the DMRA area. Compliance with these standards must be documented through a <br />detailed monitoring system to be installed on Douglas Mountain Drive and in DMRA areas above the <br />quarry, following review and approval by DMRA. Monitoring results will be provided to DMRA, with <br />interpretation, on a monthly basis. The impacts of blasting and blasting residuals on ground water flow, <br />well yields, and water quality must be documented and fully mitigated. <br />Page 17 Eahibit G Water Information <br />Provide DMRA with the site drainage design and runoff control plans. Where will the industrial water <br />supply (proposed to be trucked to the facility) be obtained? How does the proposed volume, 30,000 <br />gallons per day, compare to the volume of water used for similar purposes at the Frei Quarr}f? Where will <br />the crusher fines be stored and what is the potential for this material to release heavy metals in dissolved <br />or particulaze form? What are the potential metal, nutrient, and sediment concentrations in runoff water <br />and how will this impact North Fork Clear Creek? <br />Page 19 Eahibit H Wildlife Information <br />A site-specific wildlife inventory was not performed. The wildlife and vegetation information used for <br />the application was from a different area that is not relevant to the proposed facility. A detailed site- <br />specific inventory of wildlife and vegetation is required for the facility as part of the application. The <br />Colorado Division of Wildlife should also be consulted on this matter. The Reclamation Plan, including <br />vegetation species and cover requirements must be provided to DMRA for review, <br />
