In this quarter, no discharges occurred at Points
005, 009, 011, and 014. Intermittent flows were observed at Points 013
and 017. Construction of Pond 014 was completed in September 2001, no
discharge has occurred yet.
Vehicle access to Points 004, 005, 008, 009, 010, 015, 016 and 017 was
closed starting in November due to snow. Monthly visits were performed
by snowmobile or snowshoe.
Last quarter, a chronic WET test failure occurred on samples collected
July 11 to 15 from outfall 008. The fathead minnow test failed.
Accelerated testing was to be performed. The discharge pipe at the
outfall {which is a surface coal mine sediment pond) was replaced on
July 27 due to corrosion.
Due to the low pond water level, and the fact that the replacement
culvert was located several feet above the water level at the time, no
discharge occurred in the third quarter after the culvert was replaced.
As a result, no accelerated WET tests were performed in the third
quarter at this site since there was no discharge. Discharge was first
noted at this site on October 12. An accelerated WET test with fathead
minnows (along with a routine Ceriodaphnia test) was started then. A
second accelerated test was started on October 24. Both accelerated
tests passed and the incident was closed. A letter dated November 3,
2005 was sent to Jeff Coombe of your Division in regards to this
matter. Due to weather conditions (i.e., mud and snow on the steep
jeep access road), the routine fathead minnow test was not able to be
performed after the second accelerated test. This site is
conditionally exempt from WET testing in this quarter (as stated on
page 14 of our CPDS permit).
Seneca Coal Company • P.O.
