n <br />U <br />3.4.A.8 LOWER REFUSE PILE - B SEAM EFFECTS <br />Mine development waste and coal processing waste from B seam mining <br />operations will be disposed, along with F seam refuse, in the <br />currently permitted lower refuse pile (Volumes 12 and 12A, Mt. <br />Gunnison M & R Plan). Refuse material from the B seam will be <br />generated from construction projects, slope development, separation <br />of non-saleable products underground during mining, and breaker <br />plant reject at the surface station. Other materials previously <br />placed in the lower refuse pile from the F seam and associated <br />operations will continue to be disposed in the pile as necessary. <br />These materials include coal processing and coal development wastes <br />and cleanings from ditches, sediment ponds, and roadways. <br />The refuse pile was previously designed to handle coal processing <br />and development waste and small quantities of other miscellaneous <br />wastes as previously described. Addition of B seam waste materials <br />has been evaluated 'for chemical leachate changes and from a <br />geotechnical F -spective. Addition of B seam waste materials will <br />favor stabilit; due to larger ratios of higher strength sandstone <br />to the weaker shales. Exhibit 3.4.A.4 is a review of B seam <br />impacts on the stability of the lower refuse pile. <br />• Chemical leachate evaluation of B seam material, comparison to F <br />seam leachate, B seam data, and affects on tl~e North Fork of the <br />Gunnison River are contained in Exhibit 3.4.A.5. No significant <br />changes which would adversely affect the North Fork were identified <br />or are expected. <br />3.4.A.9 MINE...$AFETY AND HEALTH ADMII~I.STRATION_..{MSHA1 <br />Construction and operations in the B seam will be done under <br />approved MSHA plans. Submittals will be made to MSHA as required <br />by the regulations prior to initiation of any work. Work will <br />begin once the necessary approvals are received. <br />Multiple seam mines utilizing the same main portals are considered <br />the same mine per MSHA regulations. No new mine identification <br />number is regiti reel. Tlie B seam operations wi 1.1. be covered under <br />the existing F Feam mine identification number. <br />• <br />
