Areas with suitable topsoil cover material will be seeded with the <br />approved seed mix (Table 26). Soil enhancements will be added in <br />accordance with the reported recommendations. <br />b. Any azeas with unsuitable material (Table 16) will receive an additional <br />nine inches of topsoil from the topsoil storage pile located east of the <br />DWP and be resampled prior to seeding. <br />® The azea will be fenced prior to the first growing season. <br />5, During the second growing season, a visual reconnaissance of the seeded area <br />will be conducted to determine the desirability of inter-seeding to ensure the <br />achievement for plant density and diversity. Noxious weeds shall be <br />controlled either mechanically or with a Division approved herbicide. <br />6. During the fifth growing season, the area will be fully evaluated for progress <br />toward vegetation success. This will ensure a timely response should <br />additional action be required to meet reclamation standazds. The Division will <br />be provided with the results of this evaluation. <br />RDA Reclamation Plan <br />Evaluation of the success of the reclamation practices for the DWP will determine <br />whether PPLLC will submit a request for an alternative reclamation plan for the RDA. <br />(f) Revegetation <br />PPLLC has elected to utilize the reference azea approach in evaluating revegetation <br />success. PPLLC has established three (3) reference areas. These reference azeas are <br />Wildlife Riparian, Golden Eagle Grassland, and Refuse Area Grassland. <br />PPLLC will be evaluating revegetation success using the criteria of vegetation cover, <br />production, diversity and density. These criteria will be used in evaluating active mining <br />areas. Active mining areas include the refuse disposal area (north of highway 12}, the <br />east portal area including disturbances east of the C & W round house. Areas excluded <br />will include the riparian habitat adjacent to the Purgatoirie River and the West Portal <br />area. The non-coal waste area located in the West Portal is considered active. <br />The "excluded areas" will be evaluated using cover criteria only. PPLLC will use 20% <br />cover as a standard to erosion control. Revegetated cover will consist of a permanent <br />vegetative cover consistent with the proposed post-mining land use of rangeland. <br />Twenty percent cover represents a soil loss of 0.33 tons/acre/yeaz.
