• steel scrap which is of value within these structures and remove them from the mine site. <br />Materials which can not be salvaged such as concrete and rebar, insulation, and non-recycIabie <br />steel and metal siding will be disposed of on-site within the mine disturbance area. A minor <br />amount of structural wood products may also be included. <br />• <br />Las Animas County officials referred PPLLC to the Colorado Department of Public Health and <br />Environment (CDPH&E). Solid waste disposal is regulated by (CDPH&.E) and requires a <br />certificate of designation for each solid waste disposal site. However the CAPH&E Web-site <br />stated and CDPH&E personnel confirmed that fot any person or other non-governmental unit <br />disposing of one's own waste on one's own surface is exempt from that requirement provided <br />that the site complies with State regulations and is not a pubfie nuisance. For mine related <br />activities these activities are regulated through the Division of Minerals and Geology mine <br />permitting process. <br />Disposal areas are shown on Map 15 -Surface Distnrbance/Post Mining fend Use East <br />Portal end Map 16 - Surface DistarbanceJPost Mining Land Use West Portal. Each <br />disposal site wiU comply with Section 4.11.4, and will be tooted to ensure that leachate and <br />surface runoff do not degrade surface or ground water, fires are prevented and that the area <br />remains stable and suitable for reclamaiion compatible with the natural surroundings. Waste <br />material buried on-site will be compacted and covered with a minimum of two foot of soil <br />medium. <br />Sediment cool structures and surface drainage ditches which are required to mute water to the <br />sediment ponds wilt be let} intact during the revegetation period. The purpose for leaving the <br />ponds intact will be to meet the requirements of Rule 4.05.6(9). After vegetation has been <br />established sufficient to control erosion, PPLLC glans to remove the sediment ponds. <br />(b) Reclamation Cost Estimate <br />A detailed reclamation cost breakdown is provided in EzLibft 28 -Bonding Calculation, for <br />the New Elk Mine. Costs are provided for removal and reclamation of all facilities at the New <br />Elk Mine. <br />Strnetarea and Roads Retained to Support Post Mining Land Use <br />Picketwire Processing, ass the Permittee and the surface owner, requests that the following <br />facilities and made will be retained to support post-mining land use. The coal lab and ambulance <br />garage are sound structures and suitable for such post mining uses as an office and storage <br />facility for ]and management The two existing river crossings at the New Elk Mine and the <br />roads servicing these crossings will remain in place for landowner access to the south side of the <br />Purgatoire River.
