operation. The area was cleared of vegetation and topsoil salvaged <br />• and stockpiled. As the refuse disposal area is expanded, clearing <br />and topsoil removal will preceed refuse disposal as required to <br />provide operating room. During this construction, it may be <br />necessary to use explosives, especially when constructing the <br />underdrain structure. Use of explosives is discussed in Exhibit <br />26, Blasting Plan. The analyses as presented herein was conducted <br />during the 1984 permitting process and ultimately approved for <br />construction. These analyses relied primarily on emprical data. <br />WFC had committed to provide the Division with additional testing <br />on in-place material. In January 1987, WFC sampled the refuse. A <br />stability analyses was run on this material and found to exceed the <br />minimum safety requirements of the CMLRD. The results of this <br />analyses is presented in Exhibit 30, New Elk Refuse Pile Stability <br />(5/6/87). <br />A stability analysis was conducted for the coal <br />processing waste pile at the New Elk Mine. This work included <br />laboratory identification, testing of the waste material, and a <br />stability analysis of the proposed pile to evaluate its anticipated <br />behavior with assumed strength characteristics. The fill area is <br />a channel for an ephemeral stream which did not contain natural <br />springs being recharged from the upper reaches of the basin. <br />Geologic mapping of the area was performed by WFC. The majority of <br />• the refuse site is underlain by either consolidated materials of <br />the Poison Canyon and Raton Formation, or by what appeared to be <br />thin layers of colluvium and soil overlying these strata. A fan <br />terrace and undifferentiated surficial material was encountered <br />near the outlet of the drainage basin. <br />A cross section through the area is shown in Figure 11, <br />Cross Section A-A' Final Configuration. As shown on this figure, <br />the waste material is to be placed in 50 foot high benches. The <br />outslopes will be 2H:1V. The overall elope of the fill area <br />including the benches between terraces is about 3.5H:1V.
