C-13,009(FD) INITIAL APPROVAL <br />DATE ISSUED: February 13, 1981 FINAL APPROVAL Y)~J <br />ISSUED TO: FLATIRON PAVING COMPANY <br />THE ACTIVITY TO WHICH THIS PERMIT APPLIES IS DESCRIBED AND LOCATED• AS <br />FOLLOWS: <br />Coal loadout facility to be located 2.5 miles north <br />of Cowdrey in Jackson County, Colorado. Equipment <br />includes: crusher, conveyor, trucks, rail cars. <br />• <br />• <br />THIS PERMIT IS GRANTED SUBJECT TO ALL RULES AND REGULATIONS OF THE <br />COLORADO AIR QUALITY CONTROL COMMISSION AND THE COLORADO AIR QUALITY <br />CONTROL 'ACT C.R.S. 1973 (25-7-101 et sue), TO THOSE GENERAL TERMS AND <br />CONDITIONS SET FORTH ON THE REVERSE SIDE OF THIS DOCUMENT AND THE <br />FOLLOWING SPECIFIC TERMS AND CONDITIONS: <br />1. Opacity of emissions relating to coal handling/processing shall not exceed 20%. <br />2. A water spray shall be applied to the coal crushing activity, as necessary, to <br />reduce fugitive emissions and meet 20% opacity. <br />3. Haul roads in the vicinity shall be watered, as necessary, to reduce fugitive <br />dust emissions relating to haul truck traffic. <br />4. Conveyors shall be covered to minimize wind blown fugitive coal dust emissions. <br />5. Stockpiling of coal shall not exceed 2000 tons at any one time and water <br />and/or surfactants shall be applied as necessary. <br />6. Maximum coal throughput shall not exceed 200,000 tons/year. <br />7. Coal dumping into crusher shall be controlled by water spray if necessary. <br />8.
