COLORADO DEPARTMENT OF PUBLIC HEALTFI & ENVIRONMENT -Water Quality Coruro! Division
Rationale -Page 6 Permi[ No. COR-040000
VL TERMS AND CONDITIONS OF PERMIT
A. Prohibition on Non-stormwater Dischages
The list of allowable non-stormx~ruer discharges has been increased to include uncomaminated compressor
condensate, irrigation drainage, lawn tivarering, and air conditioner condensate. These have been determined to be
insignificant sources of water pollution, and do not need to be covered under an individual discharge permit.
B. Stormwater Manaeemcnt Plan (SWMP) Requirements
The purpose of a SWMP is to identify possible pollutam sources to stormwater and to set out best management
practices than, when implememed, will reduce or eliminate any possible water quality impacts. A SWMP shall be
developed and implemented for each site covered by this permit. The SWMP must be prepared in accordance with
good engineering practices. (Ihe plan need not be completed by a registered engineer.) The Division has a
guidance dontmem available on preparing a SWMP.
The plan identifies potential sources of pollution (including sedimem) which may reasonably be expected ro affect
the quality of srormwater discharges associated with mining or remediation operations. !n addition, the plan
describes practices which will be used ro reduce the pollutants in stormwater discharges from the mining or
remediation operation, and to assure compliance with the terms and conditions of this permit. Facilities mast
implement the provisions of their SWhtP as a condition of this penmit.
The SWMP requiremems have bee amended in this permit ro eliminate redundancies in past requirements. The
most notable changes combine the Des:ription of Potential Pollutant Sources/Materials, Risk Identification and
Assessment, and Best Managemem Practices sections of the previous SWMP requirements. Refer to the Permit,
Parrs l.B. and /.C for a complete description of the current SWMP requiremems.
Note: SWMPs that wen prepareat in accordance with requirements in the previous permit need not be
amended to conform to this format. The format is new in this permit, but the essence of the
requirements remains the same.
Submittal of the SWMP is not automatically required under this permit. However, the Division may require
submittal upon request, and review the SWMP and require additional measures to prevent and comrol pollution. !t
is the Division's intent to request submission of surh reports on a selective basis. See Part I.B. of the permit for a
more detailed description of SWMP requiremems for active mines and Pan I. C of the permit for inactive mines and
remediation projects.
SWMP For Active Mininr Operations -Contents
a. Description of mining activities
b.
