09{16{96 16:21 DES -~ 303 832 8106 <br />N0.059 D06 <br />-- ~. <br />u <br />To: Ric Pocius, Brian Peters <br />From: T.aae Wyatt <br />Date: July 12, 1996 <br />RE: Maryland Creek Ranch Conditional Use Permit <br />Per your request I have reviewed the Maryland Creek Conditional Use Permit Application for <br />general comments and conforntiry to the Areawide Water Quality Management Plaa (Z08 Plan). <br />The proposed gravel muting operation at Maryland Creek Ranch is an approved use within the <br />A-1 zoning district, it is the concrete .plant, asphalt plain and processing plant which requirt the <br />Conditions( Use Permit. The application goes into some detail on the mining operation, <br />however, provides very little information on the actual uses requiring this application. Thezefore <br />the following commenu are general in nature. <br />L. The application indicates that there will be no new impacts, in general, because the operation <br />is essentially being moved across the highway, This seems to imply that the eASting site wr71 be <br />fully reclaimed prior to commencing operation at the new site. <br />2. The etristing agricultural ditches that are proposed to remain on site after conversion to a <br />mining operation should be protected with berms or other techniques to insure that they do eot <br />became conduits to carry sediment and other polhrtaats off site. Runoff drainsge systems should <br />be designed to contain the ttmoff on site and utilize inSltration to prevem off site sedimentation <br />problems. (sa Poliq 3, 208 Plan) <br />3. This facility, sad the conditions{ uses contemplated, appear to require a CPDES swttnwater <br />permit for industrial activities. Phis permit should address many of the potential issues of concern <br />such as pwteetion from spillage ofpetrochemicals stored on site, disposal ofwash water, <br />operation and maintenance of eay mnoff treatment systems, etc. Tf the faality is required by <br />Colorado Depatmreat of Health to have this permit it should be a condition for approval. (see <br />Policy 4, 208 Plan) <br /> <br />
