1 <br />' Exhibit D - Mining Plan <br />' This is a Regular (112) Permit application for a dry gravel pit <br />' located in Fremont County. The site to be mined lies approximately 0.5 <br />mile west of Florence on a high, dry terrace formed by the historic <br />' occupation of the Arkansas River and its tributaries. The terrace to be <br />mined lies approximately 100 feet above and approximately 0.7 miles south <br />' of the modern river. The upper surface of the terrace has minimal relief, <br />' ranging from nearly level to only a few percent. The slope increases on <br />the terrace outslopes to around 40 percent or so, and locally steeper where <br /> the County road cuts the slope. The area immediately to the north is a <br /> railroad grade, and the areas surrounding this are rangeland. The ground cover consists primarily of short grasses and <br /> fortis. <br /> Access to the pit will be off County Road 79. The Exhibit C map illustrates <br /> the permit area, related disturbance, and other pertinent features per Rule <br />' 2.12. <br /> The topsoil in this area is very thin, in general averaging only a few <br />' inches in thickness, and is typically gravelly to rocky. Information <br />1 regarding the site's soil resources is provided in Exhibit I. Available <br /> topsoil (approximately the upper 6 inches) will be stripped and stockpiled <br /> around the perimeter of the affected area. The upper surface of the <br /> terrace will be relatively easy to strip in advance of the operation. <br />1 <br /> <br />
