The Plan was received on June 13, 2005 and has been assigned <br />serial number COC-68907. We cannot process the Plan until additional information is received <br />because sufficient detail is lacking in the information as submitted. The information needed is <br />outlined in the attached regulations (43 CFR 3809.401) and includes taxpayer identification <br />number, additional description of your operations and reclamation plan, a monitoring plan, and <br />interim management plan. Please review the attached regulations for the Plan of Operations <br />requirements. ~ <br />In addition, BLM is required to analyze potential environmental impacts as required by the <br />National Environmental Policy Act (NEPA) and to determine if your plan of operations will <br />prevent unnecessary or undue degradation. This includes requiring inventories for Threatened <br />and Endangered Plant and Animal Species, and Cultural Resources. Once the permit boundary is <br />established, BLM will conduct the inventories in accordance with our schedule. You can retain <br />BLM approved consultants to conduct these inventories if you wish. <br />Your operations maybe subject to BLM regulations at 43 subpart 3715 (attached) if you intend <br />to occupy the mining claim site for more than the camp limit of 14 days. <br />Following the receipt of your complete'Plan and before BLM acts on it, we will publish a notice <br />of the availability of the plan in either a~ local newspaper of general circulation or a NEPA <br />document and will accept public comment for at least 30 days. Upon completion of the NEPA <br />document, the Plan will be approved subject to changes to meet the performance standards at 43 <br />CFR 3809.420 or disapproved. <br />These requirements as well as additional requirements are listed in the attached regulations. The <br />information you submit must be complete in order to process the Plan. The CDMG permit will <br />be reviewed concurrently with the BLM Plan of Operations. <br />
