3. The District has not completed a riverbank stabilization project along the <br />northern reach as the "Major Drainageway Planning South Platte River in <br />Adams County, Colorado", Apri12002, suggests. The existing rubble and trash <br />stabilization was erroneously identified as a District project. The existing <br />stabilization does allow, is our opinion, the applicant to mine.to within 300 feet <br />of thg riverbank, but not the 200-foot setback that a properly designed, buried <br />rock riprap bank stabilization would allow for. Therefore, we request the note <br />"M1NII3G LIMIT WTTfiOUf FURTHER APPROVAL OF UDFCD AND <br />DMG" be shown at a 300-foot setback from the riverbank on the Mining Plan <br />instead of the note"100' minimum top ofbank setback per UDFCD." Mining <br />Note 2 should be revised accordingly. <br />4. The applicant states on sheet 7 of 9 that they will install cottonwood plantings to <br />enhance the liver corridor: Since the planting area shown is within a District •. <br />flowage and maintenance access easement; we need to know the number of trees <br />and need to approve the final locations before the plantings occur. Due to strong <br />beaver activity observed is this area, we recommend these trees be protected <br />with wire cages as shown in the District's Urban Storm Drainage Criteria <br />Manual. The applicant should provide on-going tree maintenance, including <br />watering, as needed. Any trees found dead within the first year or two should be <br />the responsrbility of the applicant to replace. <br />5. The existing flowage and maintenance access easement along the river grants <br />the District access to the river azea through the adjacent property for purposes of <br />river maintenance. When we need access to the river for maintenance purooses _.. <br />we will work with the applicant, as in the pack, to access the river area along a <br />route from Tucson Street, determined by the applicant to be least disruptive to <br />their mining operation. <br />If you have any questions concerning these comments, please feel free to contact me. <br />Sincerely, <br />s/,~.~ <br />Bryan W.
