<br />content, the alkaline amendment content, and the volume of all <br />standard mining units of waste rock that will be placed in the <br />future. Such verification must identify the following: <br />a. A field protocol for identifying a standard mining <br />unit must be developed and approved by the <br />Division. <br />b. A field and lab protocol for identifying which <br />mining unit goes to which waste rock storage area <br />must be developed and approved by the Division. <br />c. A records management system that identifies the two <br />items above must be developed and approved by the <br />Division. <br />d. A records generation system that verifies the <br />amount of amendment placed in the high sulfur waste <br />rock areas must be developed and approved by the <br />Division.. <br />e. If waste rock is to be used as alkaline amendment, <br />a field and lab verification and records management <br />system, based on acid base accounting or other <br />appropriate measures acceptable to the Division, <br />must be developed that will verify that the waste <br />rock has sufficient and readily available alkali to <br />neutralize the locally generated acid. <br />Please be advised that the Division considers the above topics to <br />be a troublesome matter. We believe it is in the best interests of <br />the Operator and the public to get these matters resolved as soon <br />as possible.
