{_ To the best of my knowledge, based upon my professional expertise and to <br />S~ the extent possible, this haul road at the Seneca II-W Mine was <br />constructed with prudent state-of-the-art earthen construction. Further, <br />the structure was constructed in compliance with the approved design, to <br />the extent possible, as specified in Tab 13 of the approved permit. <br />Drainage control is provided by culvert and ditches and are listed in <br />Tables 1 and 2. Sediment control for stockpiles is provided by catchment <br />ditches and/or catchment basins as described in Attachment 13-8. <br />The as-built haul road location, and the horizontal and vertical alignment <br />are shown on Exhibits 13-11.1 through 13-11.8. The road width is adequate <br />for the anticipated volume of traffic. <br />Density tests and proctors were taken to ensure proper compaction on all <br />fill areas. These test results are found in Addendum 3. All fill was <br />placed in accordance with specifications found in Tab 13 of the approved <br />permit. The road structure appears to be stable, evidencing no <br />indications of cracks, deep rutting, settlement, or slope instability. <br />Side cut slopes are 1.5H:1V or flatter with most cut slopes at 3H:1V. Cut <br />slope stability is not a problem at this time. The fill slopes are mostly <br />5H:1V with some slopes at 3H:1V which should cause no stability problems. <br />The as-built drawings replaced the design drawings. <br /> <br />To the best of my knowledge and belief, field adjustments made during the <br />construction of the structure are in conformance with the Rules and <br />Regulations and the intent of the approved designed plans and <br />specifications as approved by the Colorado Mined Land Reclamation <br />Division. <br />NOV 0 5 1990 <br />Date <br />.~ <br />Colorado <br /> <br />
