David Holm <br />MANAGEMENT <br />Policies & Procedures <br />Approved: Doue Benevento <br />Effective Date: 03-06-00 <br />Interagency Coordination Policy <br />between <br />Division of Minerals and Geology <br />and the <br />Water Quality Control Division <br />Purpose: This policy is intended to provide specific guidance for the staff of the Water <br />Quality Control Division (WQCD) to closely coordinate all agency actions concerning <br />individual mining operations with an identified lead contact person at the Division of <br />Minerals and Geology (DMG). <br />Background: SB-89-181 provides that the Division of Minerals and Geology is an <br />implementing agency with respect to groundwater standazds promulgated by the <br />Commission and for nonpoint source control at active mining operations. DMG is the <br />lead state regulatory agency for all aspects of mining operations except for point source <br />dischazges of pollutants, which aze regulated by the WQCD. Mining operations may <br />interact with many different WQCD programs, however, and it may not always be <br />appazent that actions or interactions taking place at WQCD may have significant <br />implications for regulatory relationships being managed by DMG. It is essential that the <br />lead contact for a mining operation at DMG be kept informed about any WQCD <br />regulatory action, program initiative, official interaction or communique pertaining to a <br />specific mining operation. <br />Policy: Any member of the WQCD staff involved in a regulatory action, program <br />initiative or official interaction or significant communication that pertains to a specific <br />mining operation will inform and coordinate such action or interaction with the lead <br />contact for that mining operation at the DMG. The lead contact at DMG for a Minerals <br />Mining Operation will be identified by Mr. Bruce Humphreys, Minerals Supervisory <br />Reclamation Specialist, or his successor. The lead contact for a coal minine operation <br />will be identified by Mr. David Berry, Coal Supervisory Reclamation Specialist, or his <br />successor. In situations where the lead contact at DMG is not available, every effort <br />should be made to contact the appropriate supervisor or an alternate contact that has been <br />identified by DMG. <br /> <br />
