ENGINEER'S CERTIFICATE
OF
CONSTRUCTION
In accordance with Rule 4, Part 4.03.1(I)(d) of the Rules and Regulations of
the Colorado Mined Land Reclamation Board pursuant to the Colorado
Surface Coal Mining Reclamation Act 34-33-101 et seq., I, Curtis M.
Belden, hereby certify that, to the extent possible, Seneca 11 Mine Haul
Road FI was constructed according to the approved design dated 7-02-82.
Minor field adjustments in horizontal and vertical alignment were neces-
sary during construction to compensate for unanticipated natural condi-
tions, achieve the flattest practical grade, limit the disturbed area, and
construct on alignment consistent with the existing and reclaimed topo-
graphy. To the best of my knowledge and belief, field adjustments made
during construction did not exceed the limitations of grade or slope pre-
scribed under the Rules and Regulations.
