COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT, Water Quality Control Division
Rationale -Page 3, Permit No. CO-0000221

B. Receiving Water Dais
uali Quality data for Grassy Creek, Dry Creek and Sage Creek and tributaries are unnecessary. The permitree
monitored Fish Creek. The mean of three samples collected over the period from January, 1992 through September.
1996 jot total recoverable iron is 6.77 mg/P. This value will be used in section VI.A.2. (See Table VI-6).
2. Ouamirv. Acute and Chronic Low Flows: The flows which will be used to calculate acute and chronic effluent
limitations are the one-day-in-three-year !ow flaw (IE3) and the 30day-in-three-year lowJlow (30E3) respectively.
Those flows have been determined for Grassy Creek, Dry Creek, Sage Creek and Fish Creek by the Water Qualiq•
Control Division, and are as follows (all flows in cubic jeer per second):
Table 1I7-] -Acute and Chronic Law Flows jot Grassy Creek,
Dry Creek and Sage Creek and their tributaries
Acute Chronic
Annual
0
Table III-2 -Chronic Low Flows jar Fish Creek
Annual Jan Feb Mar Apr May Jun Jul Aug Sep Oct Nov Dec
0.4 2.4 2.4 3.4 5.5 7.0 1.8 0.6 0.4 0.4 1.3 1.3 2.3
•
TV. FACILITY DESCRIPTION
A. Industry Description
IYoe of Industry: Seneca Coa! Company operates three surface coal mines -the Seneca 1/ Mine, the Seneca // West
Mine and the Yoast Mine, together as what they refer to as a "Logical Mining Unit ". Some areas of the mines have
been reclaimed, however, no sedimentation pond systems serve entirely reclaimed areas. Additional information can
be found in the previous rationale dared May I5, 1992, and subsequent amendment numbers I and 2, dated
December 27. 1993, and April ll, 1996, respectively.
2. Sources ro the Treatment Plam: The facility generates surface runoff, spoils spring water, pit pumpage (typically
precipitation that has entered the actively mined pit areas) and vehicle (coal haul truck) wash water. These waters
are rour~d to the various sedimentation ponds jot treatmem and discharge. Table II-1 an page 2 specifies which
sources are treated in specific pond systems.
3. Chemicals Used: The permittee did not specify any chemicals for use in waters that mm' be discharged. On this
basis, no chemicals are approved under this permit. Prior to use of any applicable chemical, the permlttee must
submit a request jot approval which includes the most current Material Sajeq• Data Sheet (MSDS) for that chemical.
Until approved, use of any chemical in waters that may be discharged could result in discharge of pollutants not
authorized under the permit. Also see Part 11.A.2. of the permit.
B. Wastewater Treatment Description
The treatment system is unchanged from that described in the previous permit and subsequent amendment numbers 1 arrd
2. Please refer ro these documents for further information.
Pursuam to the authority of Article 9, Title 25, Rexularions for the Certification of Water Treatment Plant and
Wastewater Treatment Plant Ooerators. this faciliry• may require a cenified industrial operator. The permittee should
contact the Colorado Plant Operators Cerrification Board at (303) 692-3550 for further information.
•
