PART I
Page 20
Permit No. CO-0000221
D. SPECIAL REQUII2EMENTS
2. Stormwater Requirements (continued)
iii) Preventive Maigtemnce -
involve maintenance of stot
drainage from stormwater,
equipment and systems to p
ofpollutants to surface war
iv) Good Housekeeping -The
mining operation. Good ht
the SWMP shall address c6
grounds maintenance, etc.
v) Spill Prevention end Res
accompanying drainage pt
material handling procedu
cleaning up spills shall be
necessary equipment to in
L
preventive maintenance program shall be included. The program shall
Haler management devices (e.g., maintenance of dikes separating mine
aping oiVwazer separators and catch basins, etc.), as well as maintenanr:e of
rent conditions that could cause breakdowns or failures resulting in discharges
'shall identity i;ood housekeeping procedures that will be followed by the
ping requires the maintenance of a clean, orderly facility. This pan of
and rtraietenana: schedules, trash disposal and collection practices,
se Procedures -Areas where potential spills can occur, and their
;, shall be identified clearly in the SWMP. Where appropriate, specifying
and storage requirements in the plan shall be considered. Procedures fitr
ratified in the plat: and made available to the appropriate personnel. The
ment a clean-up shall be available to personnel.
vi) Employee Education - Tht SWMP shall describe employee education programs to inform personnt:. at all
levels of responsibility (whc~ are involved in mining activities that may impact s[ormwater runoff) of the
components and goals of [hrl SWMP. Education :shall address topics such as spill response, good
housekeeping and material anagement practices. The SWMP shall identify periodic dates for such
instruction. Contractor or t mporary personnel shall be informed of mine operations and control feantr~
order to prevent stormwater pollution from occurring.
vii) Identification of Discharges other than Stortnwater -The s[otmwater conveyance system on the sire shall
be evaluated for the presen~ of discharges other than stormwater. The SWMP shall include a description
of the results of any evalua 'on for the presence of discharges other than stormwater, the method used, the
date of any evaluations and the on-site drainage points that were directly observed during the evaluation.
6) Comprehensive Inspection. Th~SWMP shall identify qualified personnel who shall inspect designated
equipment and mine areas at ap ropriate intervals specified in the plan (at least twice a year, in Ute sprirg and
fall).-
71 Recordkeepine and Internal Retiortine Procedures. The SWMP shall identify procedures for recordkcepi 3g and
internal reporting.
8) Consistency with Other Plans a>'td Availability. The :iV/MP ma}' reflect requirements for Spill Prevention
Control and Countermeasure (SPCC) plans under section 311 of the CWA, or Best Management Practices
(BMPs) Programs otherwise re uired by a CDPS permit, and may incorporate any part of such plans inur the
S1~1'MP by reference. The SW P may rely upon information developed for other similar pollution control
programs, including the Mined land Reclamation Plan. Appropriate portions of these outer plans may to
incorporated in the SWMP by ference, as long as a complete SWMP ran be reproduced and submitted to the
requesting agency within the ti ~ e frame specified in she request. Those portions of the referenced docwnents
must be included in the subrnit~al. The complete SW'MP must also be readily available to an on-site ins3ector.
9) Allowable Non-Stormwater DisEharees. The plan shrill identify all sources of irtigazion return flow and natural
uncontaminated spring water thtat aze combined with stormwater discharges associated with industrial activity.
The plan shall identify and ensSre the implementation of appropriate measures to prevent pollution of thy:
non-stormwater component(s) df the discharge.
irigation return flow and Hato i spring water which mix with mine drainage or prorxss water become tame
drainage or process water.
INDBP 4/9/93
