<br />WHITE BANKS MINE <br />EXHIBIT C <br /> <br />Page 8 <br />At such time as Avalanche Creek locates and permits a well in the main yazd area, such location, <br />permitting, and use will be in full compliance with applicable Colorado water I'aw and such other rules <br />and regulations as might apply. <br />6.3.3(1)(k) Handling and Disposal of Acid or Toxic Producing Materials During Mining <br />ACMA's operations will be in 97+% alabaster (gypsum, calcium sulfate, CaSO4 2HZ0); quartzite <br />(essentially pure quartz, silicon dioxide, SiOZ, with silicate impurities); dolomite (calcium magnesium <br />carbonate, CaMg(CO,)Z) and marble (calcite, calcium carbonate, CaCO,), which are not acid or toxic <br />producing. ACMA is unaware of any material in its proposed area of operation, underground or <br />surface, that is acidic or toxic or has the potential under normal temperature and pressure conditions <br />to produce acidic or toxic materials. <br />6.3.3(1)(1) Measures to be Taken to Minimize Disturbance to the Hydrologic Balance, Prevent <br />Off Site Damage, and Provide for Stable Configuration <br />There is no known groundwater in the materials to be mined. There are no surface water resources <br />in the permit area. Water used underground for cutting will be settled and recirculated, so the only <br />losses will be through evaporation, which will be minimal, and a very small amount that may remain <br />with the product. If and when the bathhouse is completed as a bathing facility, an appropriate water <br />disposal system designed and constructed in compliance all applicable rules and regulations will return <br />water used to the alluvial groundwater system as it may exist, again with only very minor loss to <br />evaporation. Reclamation will maintain the existing general drainage pattern. Therefore, no <br />significant disturbance to the hydrologic balance will occur. <br />Off-site damage will be minimized by preventing increased sediment load as discussed above; by <br />minimizing improvements to the existing road; and dust control. Road improvements will be limited <br />to surfacing as needed in cooperation with White River National Forest to maintain drainage and <br />prevent fugitive dust. <br />Maximum non-natural slopes in the mine area will be the mine portal cut ands the slope between the <br />mine portal bench and the lower mine yard. Because of the competent nature of alabaster and the fact <br />that the beds here dip steeply into the hillside, coupled with the rock wall to be built to protect the <br />slope between the portal bench and the lower mine yazd, these slopes are expected to be quite stable <br />for the time period they will be exposed. The final configuration of the north part of the permit area <br />(north of FDR 310) will be a graded revegetated slope approximately equivalent to undisturbed <br />slopes on either side below an irregular rock outcrop also equivalent to natural exposures. Natural <br />slopes adjacent to the disturbed area vary from 3:1 to 1:1, with rock outcrops from less than l : l to <br />vertical or overhanging. <br />rs FLU~y ~. 19W (1:01P.M <br />
