. The discussion presented above provides sufficient evidence that background <br />alluvial chemistry upgradient o£ the Loadout facility is of "limited use and <br />quality." In addition, the upgradient and downgradient Dry Creek alluvial <br />groundwater chemistry is comparable in water type and dissolved loads and, <br />that Loadout operations have not impacted alluvial water quality downgradient <br />of the Loadout facility area. Finally, the coal stockpile leachate will have <br />no impact on existing water use potential o£ Dry Creek or the Dry Creek <br />alluvial system.
