:. ,~'~.

mining site (state owned) located almost exactly the same
distance from Castlewood Canyon as his proposed site, should not
be permitted since it would "severely devastate" the park. Why
would a mine on his property cause any less damage to the park?
In fact, why wouldn't a mine on his property that covers more
than three times the area of the previous state owned site cause
at the least three time the damage?
In fact, what will prevent Hallett Materials, if the permits are
issued, from keeping intact its record of violations of mining
permits wherein they have exceeded the permit boundaries
repeatedly and flagrantly, in the Walker Pit, in the McLain Pit
and others? Hallett has repeatedly and insolently violated its
permits - for example, in 1985 the "Ditmar Quarry" (File No.
76-138) was found to be in violation of its boundaries and to be
salvaging topsoil improperly; in March, 1989, the Walker Pit
(Pile No. M-74-137, was found to be in violation of the permitted
boundaries; in June, 1989 I filed a complaint regarding the
McLain Pit (File No. M-77-117) showing by aerial photography that
the pit greatly exceeds its allotted acreage (I have not yet
received a response to this complaint); and Hallett Materials has
repeatedly been delinquent in paying its annual fees for the
McLain Pit.
In view of the demonstrated disregard for the legal niceties of
mining permits shown by Hallett Materials and in view of the
devastating impact a large mining operation as proposed by
Senator Winkler would have on Douglas County, we must vehemently
oppose the granting of any mining permit to Senator Winkler
and/or Hallett Materials, regardless of the proposed size of the
mine.
Sincerel ,
H~' enry~A.
