Colorado Department of PnGlrv Hea(tb d,' Environment <br />® Augtut 1, 2003 <br />Pogr 2 <br />for process water from the coal preparation plant to discharge to Outfall 004 under upset <br />conditions. The coal preparation plant has been removed and the contributing surface <br />drainage areas have been reclaimed. Sedimentation Pond 4 will remain in-place through <br />the reclamation Lability period to control runoff from the reclaimed areas. Change <br />Outfall 004 to Postmining status and ad%ust monitoring requirements. Also <br />eliminate requirement for WET testing, since there is no longer any potential for <br />process waxer discharge through OutfaII 004. <br />Outfall 005 - Dischazge to Magpie Creek from mine dewatering system. Mine dewatering <br />surface discharge ceased several years ago since there were sufficient mined-out areas to <br />collect and store mine ground water inflows underground. With cessation of mining and <br />mine closure and reclamation, there is no longer any potential for mine water surface <br />discharge. Eliminate Outfa11005. <br />Southfield Loadout Area <br />Outfall 001 -Discharge to tributary to Chandler Creek from Sedimentation Pond Ll, <br />which intercepts drainage from the East Loadout area. East Loadout area has been <br />reclaimed. Sedimentation Pond L1 will remain in-place through the reclamation liability <br />period to control runoff from the reclaimed area. Change Outfall 001 to Posrm;n;ng <br />status and ad%ust monitoring requirements. <br />Outfall 002 -Discharge to tributary to Oak Creek from Sedimentation Pond L2, which <br />intercepts drainage from the West Loadout azea. West Loadout area has been reclaimed. <br />Sedimentation Pond L2 will remain in-place through the reclamation liabihty period to <br />control runoff from the reclaimed area. Change Outfall 002 to Posunining status and <br />ad%ust monitoring requirements. <br />We appreciate your consideration and subsequent action on this request to; 1) Change the pertnit <br />status and monitoring requirements for CDPS Perrnits CO-0036595, Southfield Mine; and COG- <br />850000, Souchfield Loadout to "Postmining"; 2) Eliminate the requirements for WET testing for <br />Outfall 004; and 3) Eliminate Outfalls 001 and 005.
