These are the comments received from the South Park Ranger District <br />concerning the Notice of 110(2) Hard Rock/Metal Mining Reclamation <br />Permit Application Consideration sent to the US Forest Service, Regional <br />Office, Lakewood, CO on May 3, 2003. <br />Thank you for the opportunity to review and comment on the 2003 Glacier Peak Mining <br />project submitted by Joseph Dorris to the Colorado Division of Minerals and Geology <br />(CDMG). Our comments follow: <br />Joe Dorris has submitted a proposed plan of operations to the District Ranger, South <br />Park Ranger District on April 3, 2003. Mr. Dorris' proposal includes mining <br />activities for 15 years on the following 8 claims: Qui-Buc No. 2, 3, & 8, Cut Dog, <br />Blue Smoky, Smoky Hawk, Elk Horn, and Wolf Fang. We have notified Mr. Dorris <br />on our receipt of his proposal; and weare-beginning our environmental review for his <br />proposal. We expect to complete field reviews in the next few weeks, and will most <br />likely modify the operation time period fora 3 to 5 year timeframe. <br />There appears to be a conflict in what was proposed to the State, and what was <br />submitted to the Forest Service. Apparently, the State only received a proposal for <br />mining activities on 5 claims, and the Forest Service received a proposal for 8 claims. <br />Those claims that were not included in the proposal submitted to the State are Qui- <br />Buc No. 3, & 8, and Cut Dog. <br />2. The Forest Service has a plan of operations for Mr. Dorris that was approved in June <br />of 2000. The Forest Service currently holds a $900 cash reclamation bond for this <br />operation. This operation has been approved for a period of 3 seasons or until <br />December 31, 2003. The reclamation bond is for activities on Qui-Buc No. 2, Qui- <br />Buc No. 3, and Qui-Buc No. 8 mining claims. <br />Prior to approving Mr. Dorris' April 2003 plan of operation, we plan to complete a <br />field review/inspection of the activities from the 2000 approved plan of operation. <br />After this field review, we will determine (recalculate) the reclamation bond for the <br />current 2003 proposed plan of operation <br />To reduce the impact on small operators of posting multiple bonds, both with the <br />State and the Forest Service, we would suggest that the State maintain a reclamation <br />bond for a-minimum amount of $3,000 (subject to further adjustment based on ground <br />disturbance) for this operation. We would also like to request that Che State provide <br />any imposed bond information on this operation to the Forest Service. <br />If at any future time the CDMG personnel are in the field making site inspections on the <br />Dorris operation (or inspecting any operation on the South Park Ranger District), we <br />Notice of 110(2) Hard Rock/Metal Mining Page I of 2 <br />Reclamation Permit Applicati~^ <br />
